Before you decide which kind of armor set you will be preparing, let us consider the availability of crafting materials, costs of enhancement, success rate in every upgrade and analyze the boosts or benefits that will give to our characters.
Availability of Materials:
The most important material in forging Slayer PVP set and Legendary Set are Gold Badges and Enchanted Skill Dust respectively. Gold Badges can be obtain in winning Dragon Spine event (choose a guild that can rule this event), activity rewards, special NPC items or Gift boxes while Enchanted Skill Dust can only be obtain in the involvement of ingame cash. Gambling your rare Dragon Coins in Dragon Hunt or Special events.
Success rate and Enhancement cost:
Upon collecting all necessary materials, forging a piece of Slayer PVP set has 100% success rate while forging a piece of Legendary set has 25% success rate. Enhancing material are Major Enchanment Crystal for PVP set and Dragon Crystal for Legendary set which is more than twice the market value of Major Enchantment Crystal.

Legendary set will boost your Attack Dmge, Defense and Health. However, it will lower your PVP stats, movement speed, crit damage, crit defense and specially hit. In this following images and videos will show the advantage and disadvantage of each kind of set.
NOTE: In this series of test, characters are level 100 Scion, NO skills, NO buff, NO tittle bonus, NO Pet, NO Pixie, NO Mount and NO Soul Development. Stats are all basic and Equipment has NO enhancement and socketed gems.

Author's Point of View:
If you are tank knight with a purpose to shield a party from mobs, you should choose Legendary Armor set undoubtedly. However, if you are a fan of PVP, reconsider your vulnerability in critical damage. Knight is the only class that you expect to stand against Rogue in this RPG. And Rogues are known for their critical damages, fast attacks and high dodge. Without high hit rating you’ll probably misses a lot when hitting a Rogue with high dodge and absorbing all its critical damage.
Recommendation:
Instead of worrying about high cost legendary set, save for Celestial Fragarach weapon. This will fill the gap between Slayer and Legendary Armor sets. Especially when Slayer Armor set is already completed and upgraded, I suggest you to stay for a while in this armor set while collecting resources for Celestial Fragarach. Then decide after you completed the weapon whether to shift armor or not. I am certain by the time you decide, crafting materials for Legendary Armor set will be cheaper.
